Considering Masky is from MarbleHornets and isn't a proxy and the picture in question is specific to TribeTwelve. I believe it makes perfect sense as to why he would not be included in the picture.

Masky is not a proxy, MarbleHornets does not and refuses to use that term. Since Masky is their creative work and they refuse to use that word, they call the shots. He is not a proxy. Besides, just say Tim.

I am unsure of the order, however I can name every member of the collective.

Aside from the collective, Slenderman also has a slew of "Proxies" who do his bidding. Vassals, being the lowest rung on the proverbial ladder, can be killed, however this proves difficult due to certain protections or assistance. For instance, a vassal(proxy) by the name of Ticci Toby has a rare disease called Congenital Analgesia which doesn't allow him to feel pain. This is protection. Another proxy, an archvassal who calls himself 'Habbit', is aided by a being called The Rake. This is assistance. However, being an archvassal, Habbit is unable to die, and any lethal injury done to his hosts body will either heal, or simply send Habbit back to the "Fourth World." Therefore, I'm still unclear as to whether Habbit needs the help of The Rake, or simply likes having him around. I do know that Habbit has a deep rooted hatred for Slenderman and often shows his lack of respect by referring to him as "The stick in the mud", or by simply speaking to him in a manner that belies their Master/Servant relationship. Also, Habbit often tries to thwart Slenderman's plans, further proving his disloyalty to his "Master". And then you have those who want to join the ranks of vassal. I believe this may explain Masky's involvement in Marble Hornets, even though he is technically not a proxy. I have yet to finish MH, and thus am speculating as to whether or not Hoody could be a proxy, which would make Masky his assistant. That's about all i've got for now. Hope this was helpful.
